Very interesting concept...
I'm not a big fan of Viper's Defense, I would personally switch it for Return or Recall, but that's just me.

Personally, after reviewing the build, I'd prefer some amendments.
Instead of using Mantis Touch-Horns of the Ox, simply use Entangling Asp. Same energy, same effect, but poison and knockdown rather than cripple and knockdown. Deals more damage too with your lack of dagger mastery. Also, use a staff or a wand and a focii instead of daggers. More energy that way. This would make you lose out on Way of the Lotus, sure, but you can instead opt for Dark Prison or Scorpion Wire for the shadowstepping.
Ditch some shadow arts. I'd say reduce Shadow Arts to 10, increase Deadly Arts to 10. That way, you'll be able to do some decent damage with Entangling Asp and Iron Palm, and have access to the deadly arts hexes I mentioned.
Use your mask for Deadly Arts. You really don't have much need for Shadow Arts that high.

That would free up three slots. I think, if you have Prophecies, you should use both Stonesoul Strike and Holy Strike for 184 damage and to make use of having a 12 in Smiting. Also use a Smiting wand and focus.
I would also take Crippling Dagger to spam while you wait for them to move to cause the cripple, then immediately follow up with Iron Palm. Follow up with one of the strikes. Entangling Asp, and another strike. That's about 220 armor ignoring damage in a few seconds.
I don't know if it's possible to fit both Holy and Stonesoul Strike into one knockdown. If it is, then you can do that and use SoJ after Asp.

He can't use a smiting wand and focus...part of his build relies on a dagger attack (making it cumbersome for pvp because of weapon switch).
Just something to mention, since you haven't discovered this yet:
Vipers Defense==>Signet of Judgement = Failed Chain ...if they hit you while casting the signet, the signet is interrupted because viper's defense moves you away. This makes the signet be recharging and you will have dealt no damage with it. You really don't want to open a combo with Viper's Defense.

I am running a build similar to this using a wand and focus. I'm at work but will post the build later. I have found it to be extremly effective, I have caused upwards of 250 dmg in a relativley short span . The build I am running has been dubbed "An Assasins Smite". It uses all deadly arts and smiting attacks, with some healing thrown in. I'll post tonight and let you all rip it apart
and while I'm posting...... does anyone have Miella's focus?? I found this item on GuildWiki but can not seem to find anyone who actually has it.... this focus would be perfect for this type of build - my build at least.... high enrg use

Horns of the Ox is just a Dual Attack to gain energy from Way of the Lotus. I thought of putting Entangling Asp in instead of Signet of Judgement...But I wanted to have at least one Elite in this build and I cant think of any other that would fit in.
Vipers Defense==>>Teleport==>>Signet of Judgement...I meant to cast it when you teleport away from opponent.
Also, the reason I put in Mantis Touch(15 secs.) and HotO(12 secs.) is because of the faster recharge time than Scorpian Wire(30 secs.) and Dark Prison(60 secs.)
Again...thnx for everybody's input I will probably try to remove/add some skills.

Just thought of Putting points into Critical Strike instead of Deadly Arts...Probably around 10.
The skills I have in mind are:
Black Lotus Strike:Off-Hand Attack. Must strike a Hexed foe. If it hits, Black Lotus Strike strikes for +1..27 damage and you gain 5...17 energy.

Palm Strike:Elite Skill. Target touched foe takes 5...53 damage. This skill counts as an Off-Hand Attack.
10,1/4,12
Sharpen Daggers:Enchantment Spell. For 10...30 seconds, all of your critical hits cause Bleeding for 5...13 seconds.

I forgot to mention why I put soo much in Shadow Arts...Shadow Refuge=Only Healing Skill.

Armor: I use the shouded armor for the ectra energy and energy regen.
Weapon: currently using a crap wand. Need a +15 energy wand
Off hand: Currently have a +15 energy focus.... I want Miella's focus..if it exists
base 20 energy + 12 (armor) + 15 (wand) + 15 (focus) = 62 energy
It's rather straight forward. Use Dark prison to shadow step to target and hex. Follow with Iron palm for knockdown into Stonesoul or Holy strike = 127 dmg, 25 energy. 62 - 25 = 37
Banish > Assasin's Promise > Iron Palm > Stone Soul = 173 dmg, 25 energy
Total dmg = 300 dmg
Total Energy used = 50
Remaining energy = 12
Time to cast all (based on cast time) = 5 seconds.. yep, add it up youself
This build currently only needs 5 of the skill slots. The others can be debated. Bane signet can go, siphon speed is usefull, and then there is one slot for healing. Should It be a monk heal of shadow refuge?
I'm sure there are all kinds of problems with this build so let me know.... but the prospect of 300 dmg in ~5 seconds is appealing. I am using a build similar to this at the moment, working towards putting this build together so I am unable to comment on the actual effectiveness of the build above.
One last thing, going A/Mo or Mo/A wont really matter at all in this build due to not using primary attributes. I had created an A/Mo before so thats what I used to base the build off of. Is there Monk armor that would give a better energy boost or AL?

Not the best build...
All your kd are ranged, enemy could of moved away already after you cast on them. When you run up to use holy strike, they already got up and no conditional damage

You wont have to run up to the enemy using the build I posted. You use dark prison to shadow step to enemy. This causes a hex so you follow up with Iron Palm -> 41 dmg and knocks down if enemy if hexed. You will be right there already when the hex is applied and the knockdown happens. No worries of the victim getting up before using holy strike/Stone Soul as I'm right there.

Maybe you could use Siphon Speed instead of Dark Prison and just run up and hit them.
